The Scovel Richardson Scholarship was established in recognition of the outstanding contributions made by Judge Richardson to creating a judiciary that was more responsive and accountable to African-Americans and other minorities. Judge Richardson was a member of the Mound City Bar Association and also served as president of the national Bar Association prior to his appointment by President Dwight Eisenhower as a member of the Federal Parole Board. Judge Richardson was appointed to the U.S. Customs Court in 1957 and served in that position until his death.

The Mound City Bar Foundation offers annually its SCOVEL RICHARDSON SCHOLARSHIP AWARDS in the amount of $2,500.00-$3,000.00 each. The scholarship awards are intended as supplements to assist with the educational costs of minority students with limited financial resources. Additional consideration is given to students who plan to live and work in the Greater St. Louis Metropolitan Area. 

The Awards are made to law school students who will be commencing their second or third year of law school. The scholarship winners are to be announced in conjunction with the Annual Mound City Bar Association Scovel Richardson Scholarship Dinner on June 30, 2007.
